Sayfullo Saipov, an immigrant from Uzbekistan who is allegedly responsible for yesterday’s terrorist attack in New York City, entered the United States through the diversity visa program in 2010.

EOIR is an office within the Department of Justice that is tasked with adjudicating immigration cases by interpreting and administering the United States’ immigration laws.
