Chairman Goodlatte: America is a nation of laws and with laws come disputes and differences of opinion. The American people look to our Nation’s courts to be efficient, transparent, and fair arbiters for settling disputes when they arise.
To achieve these expectations, the Judiciary must efficiently administer justice, despite the fact that the Judiciary receives only a small portion of our Nation’s budget.

Chairman Goodlatte: Abusive patent litigation is a drag on our economy. Everyone from independent inventors, to start-ups, to mid and large sized businesses face this constant threat.
Many of these lawsuits are filed against small and medium-sized businesses, targeting a settlement just under what it would cost for litigation, knowing that these businesses will want to avoid costly litigation and probably pay up.
