Chairman Goodlatte: Last month, the harrowing account of the Stanford rape victim sparked outrage across the United States and around the globe. The survivor’s letter documented in graphic and painstaking detail the complicated, emotional, and overwhelming process facing victims of sexual assault.  I am going to read a small portion of that letter here.

Chairman Goodlatte: This hearing is timely, coming just after Independence Day.  Among the grievances that the Declaration of Independence lodged against King George was overregulation:  “He has erected a multitude of New Offices, and sent hither swarms of Officers to harass our people, and eat out their substance.” Unfortunately, the problem has resurfaced.
