Regulatory Reform Subcommittee to Hold Hearing on Problem of States Regulating Beyond their Borders

Washington, D.C. -- On Tuesday, July 25, 2017 at 10:00 a.m., the Subcommittee on Regulatory Reform, Commercial and Antitrust Law Subcommittee will hold a hearing on the growing problem of states imposing regulatory burdens on out-of-state businesses and the No Regulation without Representation Act of 2017 (H.R. 2887), which addresses the problem. The witnesses for the hearing are:

House Judiciary Committee Chairman Bob Goodlatte (R-Va.), Regulatory Reform, Commercial and Antitrust Law Subcommittee Chairman Tom Marino (R-Pa.), and Rep Jim Sensenbrenner (R-Wisc.), chief sponsor of the No Regulation without Representation Act, issued the following statements in advance of the hearing. Chairman Goodlatte: “American businesses large and small are suffocating under an ever increasing mountain of regulations.  One particular problem is the issue of states aggressively imposing regulatory burdens on out-of-state businesses that cannot easily fight back. “The principle goal of the No Regulation Without Representation Act is to keep regulation in check by ensuring accountability between regulator and regulated.  I look forward to hearing from our expert panel of witnesses on the impact extraterritorial state regulations are having on American businesses and how to address this problem legislatively in order to preserve state sovereignty and increase economic growth.” Subcommittee Chairman Marino: “Regulatory overreach on the federal and state level can cause harm to both businesses and consumers.  I look forward to hearing from the panel of witnesses on the effects of regulations and ways that Congress can address adverse regulatory overreach.” Rep. Sensenbrenner: “Over-taxation and regulatory burdens weigh heavy on American businesses. These practices prohibit economic growth, stunt hiring, and make it harder for businesses to expand. The No Regulation Without Representation Act of 2017 helps alleviate these burdens, promotes entrepreneurial endeavors, and is an ally of small business. It reduces overregulation, keeps government overreaches in check, and ensures that only businesses within a state are subjected to state tax obligations.
