Goodlatte Praises Unanimous Passage of Bill to Provide U.S. Victims of Terror Access to Justice

Washington, D.C.— House Judiciary Committee Chairman Bob Goodlatte (R-Va.) released the following statement after today’s bipartisan passage of the Clarifying Amendment to Provide Terrorism Victims Equity (CAPTIVE) Act (H.R. 3394) by the House of Representatives by unanimous consent.
Chairman Goodlatte: “Members of Congress sent a strong message of support to U.S. victims of terror who are in the constant pursuit of justice against those who have carried out horrible acts against our citizens. Important reforms within the CAPTIVE Act will make it easier for victims of terror to recover court-awarded damages from terrorists. I am very pleased to see this bipartisan bill passed by unanimous consent, which provides greater access to justice for those who are victims of terror.”
Background: The CAPTIVE Act makes two small, but important changes to section 201 of the Terrorism Risk Insurance Act to make it easier for U.S. victims of terrorism to recover court-awarded damages from terrorists. The CAPTIVE Act amends this provision to provide that assets frozen by the federal government pursuant to the Foreign Narcotics Kingpin Designation Act are also available to satisfy judgments against terrorist parties.
