Collections of information, or databases, are becoming
increasingly crucial to society today, particularly with the
explosion of the Internet. Electronic collections provide a wealth
of data for business people, consumers, scientists, scholars and
others. But currently it is difficult to protect against unfair
wholesale copying and commercial use of such lists. H.R. 354 would
make it unlawful to misappropriate collections produced by others
for the purpose of repackaging and selling them in a manner which
harms the market for the original product.
